Why Special Persons are neglected in PhD Admissions

Dear Laureate Folks, Good Day! Today's topic of discussion is " Why Special Persons are neglected in Ph.D. admission in public sector universities in Pakistan " . Let's get Writings..... Recently, I have qualified HEC Ph.D. indigenous scholarship HAT with 50% marks. I urge to take admission in Ph.D. at IBA and IAS PU Lahore, I have also appeared in their departmental tests and secured good marks but they declared me ineligible? A person already acquired his graduation and master's degrees from Punjab University Lahore on Disabled quota is now declined in Ph.D. admission? Even he has given additional tests after the HEC Ph.D. indigenous test. On inquiry to the Director of IBA PU, he has been replied that neither they accept the HEC indigenous Ph.D. test nor they consider any Disabled quota at the Ph.D. stage.
